Paul Davies

Paul-DaviesPaul Davies is a partner of our Infrastructure and Government team in the UK and Capital Projects and Infrastructure global network.  With a background in project finance at HSBC in oil and gas, mining and shipping finance, Paul joined PwC in 1996, working on project financings, capital projects and deals between the public and private sectors; in particular larger deals. 

The projects he has advised on include the Channel Tunnel Rail Link and advising Government on HS2, the M25 widening scheme, the London Underground PPP, Allenby Connaught barracks projects, the International Space Station and Galileo projects, advising the Chairman of the Highways Agency on the Cook Review on the future of the strategic road network, advising Government on the costs of the Train Operating Companies and designing and forming The Green Deal Finance Company to provide the underlying finance to Government's Green Deal initiative.

Paul regularly writes thought leadership articles on the infrastructure market and appears at Parliamentary committees and conference panels reviewing the state of the infrastructure and funding markets, the merits of alternative finance structures such as concessions, delivery partner and regulated alternatives and commercial options for addressing infrastructure challenges such as outsourcing, concessions, privatisation and project finance.
